Every application that links to the ssl libraries needs to either link to one or the other. It's possible to have both, and for some programs to link to one and some to link to the other, but you cannot just swap them out. If you want to have a version of Void Linux that uses libressl while the main version of Void uses openssl, then it does indeed need to be a version of the entire OS. It would be like the musl/glibc split.
