Never mind, I figured it out. It seems skype does not care about LD_LIBRARY_PATH, so I had to copy the apule libs to /usr/lib32/. After I set APULSE_CAPTURE_DEVICE and APULSE_PLAYBACK_DEVICE to hw:0,0 it worked fine.
