my reliable source says:

    rfc821 says strip the 8th bit.
    rfc822 says strip the 8th bit.

    to many people, this was inconvenient
    so they didn't implement it.

    i implemented it.

brian reid supported the decision.

btw: i'm ex-digital [research].  i worked with the gateway guys,
     even though i was in the paris research lab.
