not that i'm an expert, but it makes sense.  given
the authentication method plan 9 has, cron is a bit
tricky.  running it on the auth server is then
understandable.

you auth yourself by proving who you are, whereas
on unix you had a uid, root, setuid and all that
dangerous stuff.
