does a program similar to comm for finding similar sections of a
file exist that looks for similar sections of a single file (or
the conccatination of several)? something to aid in identifing
likely targets for librarization (what?).

this is not exactly what you want, but it might be usable basis:

you just need to invert the output.

brenda baker wrote a nice program called dup that
did exactly this.  the theory behind it is published
but the source code, sadly, is not.

there is a program called sim that was published on Usenet
many years ago that looks for similarities within files.
i'm fairly sure i've made a Plan 9 port available somewhere.
