The introductory download page says that
the software is not intended for use by government end-users,
but there are explicit exceptions, including EU countries,
several others in Europe, plus AU, NZ, JP, CA.
The appropriate steps for (out-of-US) export of the crypto-related
programs in Plan 9 have been taken. Your own export controls
may differ.
