this doesn't appear to be in the boddle, and it's
not 100% right in my message that presotto attached
either.  the changes to 9/port/portmkfile are to
add the following lines:

latin1.$O:	../port/latin1.h
../port/latin1.h:	/lib/keyboard
	aux/mklatinkbd $prereq >$target
