Tcs works wrong when ms-kanji(Shift-JIS) encoded strings
are read.  Any idea?  I've just glanced the code where
tries to convert Shift-JIS to JIS, and then to rune.  It's complicated
enough to me.  Then, I decided to ask the author whom I don't
know.
