IBM wasn't thinking much about the future when
they set up the VGA registers.  What goes into things
like vga->crt[0x13] and vga->crt[0x16] are the 
lower eight bits of those values.  In modes higher
than standard VGA can handle, various overflow
bits are scattered elsewhere.  Exactly where is card
dependent; that's what you're seeing.
