i think you'll find that if you record that name (eg, bookmark it), it will
be valid for several days, and can be reused with a command or browser
that can start fetching bytes where the last attempt last left off.

I was thinking of downloading P9 ,but I was wondering what sort of time
frame,with a 56K modem, I was looking at?

It depends, for the boot disk image, it'll only takes you a few minutes.
But the distribution part which is about 50 mb will take you 4 hours
(it takes that awful long time in my machine). I don't think the bell-lab's
server supporting getright and/or stuff like that.... Since I've try that.

Be sure to download it at night time :-)
With download managers that can auto dailup and disconnect itself.

Indeed.  How can you do this when there is no access to the
location of the plan9.9gz file?

is different (and very long) each time you register to download.

You can access plan9.bell-labs.com as an FTP site, which reveals
only the TeX file and web pages, no plan9.9gz nor any path to it.
