This is a simillar case for our JIS keyboard.  I replaced the key-mapping table in
/sys/src/9/pc/kbd.c which can be found
http:/basalt/cias/osakafu-u.ac.jp/plan9/p9index.html.
However, this is of course for Japanese keyboard.  :-)
