Yes, but the the capability systems all provided an objective
sturcture. All the persistent capability systems mixed the capabilities
with the objects themselves. The desire here seems to be completely subjective
ones. There's no reason not to do this with capabilities, I just don't
remember it being done.

similar things were done at least a few times in the past to provide capability
systems (that provided either persistence or a capability to make
capabilities) and persistent programming languages with a file storage
system.
