disk/prep -a only considers a minimum size, a maximum size and a weight.
Since 9fat, nvram and swap all take the maximum size specified, Fossil
should take all the empty space.
How did you used disk/prep?
You should have done something like:
disk/prep -bw -a^(9fat nvram fossil swap) /dev/sdE0/plan9
