Now, I'm using mini-IPX aluminum box with cheap
300W SFX power supply.   This supply is very noisy.
I opened the power supply, and found there is no
fan speed control in this box.   The fan is connected
through only two lines, no control line.

Anyone knows speed controlable SFX power supply?

When I built my home server I tried hard to make it low power and quiet.

I bought a 600 watt "green power" 80% branded PSU.

I also replaced the case fan and cpu fan with Fractal Design Silent fans.

Sadly the cpu fan (I have a dual atom MB) is a 3 wire (power and
speed sense) rather than 4 wire (power, sense and speed control), however
it pretty quiet anyway.

Indeed...
Any low power machine must be considered 
as cheap one, I suppose.

I'll try silent 8cm fan.
However it will rotate in full power anytime.☺

You can try to use a big 12v fan powered only using the 5v line.
If it has enough power to start, it should be quite silent and produce
a fair air flow compared to small and noisy fans powered using 12v.

You can also poke around ebay looking for 12VDC->{5,6}VDC switching power supplies.  I have a couple of those I use to power USB hubs and some 6V gear (clock radios and such) from the boat's 12VDC supply.  It's all gear out of China/Hong Kong/ Singapore; the quality seems to be reasonable, and the prices and shipping times are good (< 2 weeks to Canada).  Email me if you want details about the exact gear I bought.

I didn't think that's possibility.

My mini-ITX box is very cool, when I touch the top,
I feel cold!, even at 33 degree C room temperature.
Therefore I can do the voltage down for this power
supply.

Before try this, I reminded a corrupted small pc which
was not noisy 8cm fan.   I took this fan, and attached
to the new mini-ITX cube power supply with 12V.
This fas is 12V 0.23A, 11 fins.
Other fans I tried are 12V 0.13A with 7 fines, 12V 0.18A
with 11 fins etc, all of which are noisy.
Ok, this is calm enough to me.
This may be so called calm-fan...

No, I feel still it's noisy.
At last, I tried DC-DC converter as adviced here.
I use TDK-Lambda CC3-1205SF-E (3W type),
and set it as 12V input and 6V output.
Yeah!
No noise now, and the top panel of this cubic
small box is cold even at 31 degree C today!
