There is a "integrated graphical desktop environment" on Plan 9, even if
you do not call it like that.

So if you really have the moral and the power to even write a line of
code for a new "integrated graphical desktop environment" on Plan 9, then
it would be done with underlying file servers, where you write "low level"
libraries, for the graphical applications, that in the end do only a
simple write() on some file - nothing else.
