Indeed. How can you do this when there is no access to the
location of the plan9.9gz file?
The web page has a link to the file by way of (apparently) a
non-existent path. Moreover, the "directory" after "/magic/9down"
is different (and very long) each time you register to download.
You can access plan9.bell-labs.com as an FTP site, which reveals
only the TeX file and web pages, no plan9.9gz nor any path to it.
