After you install your system, you can extract an alternate keyboard driver (including manual pages) from http://plan9.escet.urjc.es/export/kbd.tgz (I think it's kbd.tgz, but there's a link at http://plan9.escet.urjc.es in case it's not). Look at the extracted plan9.ini(8) to see how to select your default kbd map. If you have problems, let me know and I'll try to help.
