I don't think the department of transportation cares...

We stuck the export terms in the license and stuck the license at the root
of the ISO image to try to live with such redistribution.  After
all, the license does allow anyone to redistribute.  If someone
has gotten the image from us, they have agreed to the license which
says that they alone are responsible for compliance with the export
regs.  I'm sure hanger 18 read that part and is happy with their
distribution mechanism.
