perhaps it should use tokenize not getfields.

I (painfully) discovered that directives like the following in
/lib/namespace(.$sysname) were being silently ignored
due to the quotes around the #device name:
bind -b '#l1' /net.alt
# etc.
I think this is confusing because, as in rc, '#' is also used
for comments.
