My observation was the same. I usualy get 65536 at first.

"xcpu operation" section in xcpu.pdf describes this.
A session allows a remote user (or program) to start
a process or process tree for one binary, once.

We have adopted this simple rule, one xcpu-started process
per session, to simplify system management:
