Russ found the problem. synopsis: writes to /dev/mouse weren't being propagated.

the fix was simple and made the script even simpler. the good bits are:

bind '#|' /n/mouse
tippi <>[0]/dev/mouse <>[1]/n/mouse/data &
bind /n/mouse/data1 /dev/mouse
