What's wrong? What i may to do for investigation?
Possibly it is Xen Dom0 problem, rihgt?

P.S. I have runable NetBSD DomU on this PC. NetBSD works right.

You left out the "extra" parameter in the configuration file -

extra = """
nobootprompt=local!/boot/bzroot
bootfile=sd01!cdboot!bootdisk.img
"""

Or else just reply local!/boot/bzroot to the 'root is from:' prompt.

Oh, I'am stupid lamer. Thanks. No real problem now. But using the
file-based images is very slow. Instalation process starting more than
1 hour befor, and is running now :(
I try to create plan9 partition with cfdisk under Linux on real disk
and export it to xenU. But  plan9 [partdisk] don't recognize size and
content of partition :(

You have to export the whole disk to xenU, not just the partition.
I have a single disk with a linux partition, and a plan 9 partition
which I can use with either native plan 9 or plan 9/xen.
In my xen configuration I use this to export it:

disk = [ 'phy:hda,sda,w' ]
