I made a start a few years ago, attempting to extract the register initialisation code from via's published framebuffer driver, but eventually I lost the will to live -- too many chipset variants, different interfaces for lcd vs crt vs dvi vs tv, etc etc. If there's proper documentation available I'd recommend trying that instead.
