The problem is that Plan 9's license does contain important liberty restrictions, and those restrictions are, in fact, important to the very large free software development community. Plan 9 is available at low cost, but that's a separate issue from whether it is free software in the libre sense, which is the sense that matters to all those developers. > 4.
