You're now asking a question of ABI (application binary interface) more than of the compiler. The ABI is the hard part - what the calling conventions are, linkage and executable formats, etc, which vary significantly from system to system. You may find a way to compile the compiler so it runs in Windows, but it will keep making (to a first approximation) binaries for Plan 9.
