I did not note anything that would put apex above any of those you
mention, do you have something in mind other than providing a common
base?

I just know that it has been quite actively developed especially in the beginning of Harvey. I have not kept up though so I can not say for sure exactly what it could provide in addition to what is available in the 9* distributions.
