Whether = the "damma" or the=20 "dammaton" is used depends on whether the subject is "Ma'rafa" (=3D=20 "=D9=85=D8=B9=D8=B1=D9=81=D9=87", "known") or "Nakara" (=3D = "=D9=86=DA=A9=D8=B1=D9=87", "unknown"). When "Salam"=20 has the definite article "Al" it is considered "Ma'rafa" and therefore=20 receives the "damma" but when it is used without that article it is=20 "Nakara" and receives the "dammaton." So, both forms "Al-Salam-u" and=20 "Salam-on" are correct.
