The problem is that unless it's easy and compelling, no-one will use it. Also, having worked in support r=F4les for many years, I have yet to see an issue tracking system that didn't make me puke =20 on sight. (Well, OK, Redmine isn't completely bletcherous, but it's written in =20 RoR:-). D
