I just did a plan9ports source update with cvs and ran
./INTALL (in plan9 directory), I saw errors:
Renaming hard-coded /usr/local/plan9 paths...
lib/moveplan9.sh: sam: not found
Building web manual...
rc ./manweb
/bin/sh: No such file or directory
mk: rc ./manweb : exit status=exit(1)
Done.
Any pointers?

There are probably errors earlier on.
Run
PLAN9=/usr/local/plan9 $PLAN9/dist/isum
and see what you get.
