true story:

when i was a kid growing up in a well known eastern bloc country we had
electricity shortages in the winter. our government had made contracts for
exporting electricity from the nuclear power plant to turkey and greece, and
during the winter months, when power consumption peaked, there simply wasn't
enough to go around locally.

we had electricity for 3 hours, then 3 hours blackout, repeat. they
'd turn it on in one part of the city and turn it off somewhere else.
that was all government mandated!

next winter it was 1:3 -- 1 hour blackout, three hours with electricity.

this continued for three-four years -- every  winter the country looked
like a diskotheque.
