yes it can, and no it can't. 

Simple one: how do I get the name of the last user to change a file? I 
don't think I can get that in linux but it's there in 9p. 

Yes, there's a host of stuff you can do in emulation in libraries etc.  
but there's also things that just never quite work right. So you can do
it, and it's good to do it to socialize the ideas (that's what "Software
Tools" did in many ways for Unix) but it's still not the real thing in the
end.
