There's no human interaction with it right now, just some simple AI
that makes it run around in circles. The original has a 'follow the
mouse' option which I have commented out. I'll add it in some time
later.

I added the 'follow the mouse' part -- if you download pacman now, recompile
and run with the '-t' argument the pacman will follow your mouse.
this will let you control it :)
