but you can!

  start ramfs.  then copy the file you want to modify to /tmp.  then
edit
(i think the install might already have started ramfs for you.)
if files in /tmp are writable, it has.)  in either event, then cp $file /tmp and edit.
then bind /tmp/$file $file and you're done.
