Well, I at last have the 82541 and 82547 working.  The problem was
with some bits in the Ctrlext register that were getting reset when
they should have been set from eeprom.  The docs state that these are
reserved and should be written as zero.  Bit 8 should be a 1.  These
are used by the board designer to control extra pins.

No changes to the phy settings were required.

One thing about these LOM parts with wakeup on LAN feature, resetting
doesn't reset anything, and powering it off from the front panel
doesn't do anything either.  You have to pull the AC cable out of the
wall to get things back to default!  This cost me a lot of time, so maybe
the onfo will save someone else time.

I also have a dual '546gb working as well.
