There is something wrong with the video acceleration for your card.
Put

echo hwaccel off >/dev/vgactl

in your profile before you start rio, or in termrc right after running aux/vga.

This will turn off hardware acceleration.
It will be slow, but not nearly as slow as
what you're seeing now!
