brucee and i figured this out.  there was a bug in the epoch
command.  if you ran epoch 0 or even epoch foo (or epoch
help!) then epoch would set the low epoch to 0, resulting in
an invalid super block.

the bug is fixed on sources.  until you rebuild fossil and your
kernels, be careful what you say to "epoch".
