Yep, it looks like the BIOS has left your USB controller without any resources allocated to it. You might try digging around in the BIOS "Setup" utility to see if there's some way of disabling USB that has been set. Or it might be a matter of toggling some "Plug and Play OS" setting (ie, tell the BIOS that the OS is not PnP aware, so it feels obliged to allocate the resources...).
