What to do? I'd try copying just /n/sources/plan9/386/bin/ndb/dns to /386/bin/ndb (save your current one first of course). When it starts, you should see a log message indicating that it's found a server to send recursive queries too - something like added local dns server local#dns#server0 at 192.168.xx.yy If it's not getting a server from dhcp via /net/ndb, you can brute-force one in plan9.ini by setting DNSSERVER=192.168.xx.yy
