In short it fails with the error "cannot find plan 9 root; use -r"

Here is the specific sequence:

  If the 9vx invocation is in the root directory use `cwd`

    -> here is where I checked for NINEROOT

  try "/Users/rsc/9vx"

  try "/home/rsc/plan9/4e"

  fail with error "cannot find plan 9 root; use -r"
