I'm not sure I've ever successfully resumed a partially downloaded
torrent.

The attempt goes like this:

	; ip/torrent -pv	# in dir where previous attempt occurred

Observed behavior is either starting over at 0 parts, or
spinning forever and never re-starting the download.

What am I doing wrong?
