Seems to be a chicken-egg-pronlem.
Just for my 2 cents - I'm not at the point giving hints to 9front
community.
IMHO is sort of "multidimensional work-in-progress". "Work-in-progress"
is obvious, as both documentation itself and the system with all its
facilities do evolve, so we have at best one, usually at least two time
lines, multidimensional, as we/you have a couple of groups consuming
documentation, with slightly different or even orthogonal points (and
directions) of view.
So we should conequently be able to put together /pieces/ of different
documentation ressources into one single documentation. That includes
taking snapshots of given points in time as well as heavy linking or
taking of (primary) ressources of different types.
For what I know, no single system seems to make that possible or
support it, and I'd be in a doubt that we could establish a new
standard.
All beside that means to keep tho current system, where newcomers (like
myself) remain confronted with tips like "read this or that again until
you understand", where intermediate users/developers have to go through
a good couple of documents each and every time.
As written already - just some maybe stupid ideas..
