My text gets hyphenated fine. Are you using some macros? Anyway, what you probably need to do is find the soft hyphen (code 173) in /sys/lib/troff/font/devutf/GA and add a "ditto" line after it for \(hy : ­ 26 0 173 hy " I didn't bother with the two-char names because I usually just put the runes in directly but something else might rely on them.
