as the first step, i'm going to just fix the kernels
lrand() function to be compliant with the spec.
you can generate 32-bit unsigned random number by
calling nrand() or lrand() twice. which seems to
be what the majority of the user in the kernel are
doing.
let consider this a improvement for later.
