[9front] fqa5: bring back mention of /dist/plan9front

This bit has changed under git, but not that much.
Updated to match the new git world, removed the part
about needing authentication, and moved the redacted
hgrc to section 5.2.1.2.

The part about authentication has been removed; I
don't think the people reading how to build their
systems from scratch need to hear the details of
how to set up auth.

Maybe we can put a blurb in the contributing section?
