it makes zero sense to decode video remotely and then send it in raw
video over the network link over devdraw rpcs.
you'd have to integrate image and video compression into devdraw. and
enable such a new video-streaming feature. maybe call it /dev/video
we already have compression in theory, but it's lz77 and not very
efficient in comparison with lossy image and video codecs
