You can also be less global by adding a new tag "keep_code":

open Ocamlbuild_plugin;;

dispatch begin function
  | After_rules ->
      flag ["ocaml"; "doc"; "keep_code"] "-keep-code"
end
==============

And then in your _tags

<foo.ml>: keep_code
