The problem is that opam needs dune and cmdliner to build. cmdliner can 
be installed without opam, but dune, at the time at least, 
can't/couldn't - and adding the source code of dependencies inside a 
source archive isn't very efficient (if you have local patches in your 
distribution, you end up having to apply them twice, for starters).

It would be nice if opam were distributed in such a way that at least 
opam-installer can be built with no circular dependencies (which is 
basically what I've tried to do with opaline) so that you can bootstrap 
things easily.
