Input: REFLECTLIST [1;3;5;11]
The rule recognizes the keyword REFLECTLIST.
Then the rule symbol "hd = expr" recognizes the expr "[1;3;5;11]"
Then the rule expects a "::".
There is no "::".
Therefore: syntax error.

   ]  ];
