By the order of the rules. The rules with same priority are grouped
together:
   [ ... | ... | ... ]

and there is another level of parentheses (of bracket parentheses)
separated by vertical bars to indicate the priority:
  [
       [ ... | ... | ... ]        (* lowest priority *)
     | [ ... | ... | ... ]        ...
     | [ ... | ... | ... ]        (* highest priority *)
  ]
