Something like the Perl DBI would be ideal. (In fact I've been thinking about writing this myself, but I'm not really experienced enough with OCAML yet). 2) A solid Apache/OCAML API. It should at least allow you to write CGI scripts, *and* have the bytecode cached in memory*. Ideally it would expose the full Apache API like mod_perl.
